In Metropolitan Phoenix, Patricia Gober explores the efforts to build a sustainable desert city in the face of environmental uncertainty, rapid growth, and increasing social diversity.
Metropolitan Phoenix chronicles the burgeoning of this desert community, including the audacious decisions that created a metropolis of 3.6 million people in a harsh and demanding physical setting. From the prehistoric Hohokam, who constructed a thousand miles of irrigation canals, to the Euro-American farmers, who converted the dryland river valley into an agricultural paradise at the end of the nineteenth century, Gober stresses the sense of beginning again and building anew that has been deeply embedded in wave after wave of human migration to the region. In the early twentieth century, the so-called health seekers—asthmatics, arthritis and tuberculosis sufferers—arrived with the hope of leading more vigorous lives in the warm desert climate, while the postwar period drew veterans and their families to the region to work in emerging electronics and defense industries. Most recently, a new generation of elderly, seeking "active retirement," has settled into planned retirement communities on the perimeter of the city.
Metropolitan Phoenix also tackles the future of the city. The passage of a recent transportation initiative, efforts to create a biotechnology incubator, and growing publicity about water shortages and school funding have placed Phoenix at a crossroads, forcing its citizens to grapple with the issues of social equity, environmental quality, and economic security. Gober argues that given Phoenix's dramatic population growth and enormous capacity for change, it can become a prototype for twenty-first-century urbanization, reconnecting with its desert setting and building a multifaceted sense of identity that encompasses the entire metropolitan community.

Mediocre, like the city it describes

From its origins, Phoenix is a city without pride based on cheap labour and slack laws used by get-rich-quick developers whose prime goal is to get rich and live well somewhere else.
Jersey City is often described as the "back office" for New York; likewise, Phoenix is the "maquilador" for California with its emphasis on warehouses, call centers and assembly plants. It has some of the nation's highest crime rates and lowest educational standards. Former State Senator Alfredo Gutierrez has said Phoenix now has a reputation for Hispanics that Mississippi used to have for Blacks.
So why cite such unpleasant facts? To do otherwise is like saying Washington has some nice buildings without mentioning the crime rates. It helps explain why Google so quickly abandoned its Arizona office.
For example: a Phoenix "point of pride" is the main library (with its leaky roof that is almost impossible to fix). The architect said he was asked to design "a big box for books" (See my review: 'Single Building: Phoenix Central Library:' May 29, 2000). No one asked him to create a building to generate pride (employees hate it, only the homeless seem to love it).
Phoenix became "the best run city in America" in the 1980's, but now ranks 32nd. Ignoring this decline is a major weakness in a book meant to understand "place making and community building in the desert." Cities are usually founded for mining, commerce, religion or making stuff. Not so for Phoenix, which was founded by Jack Swilling and a few others who were too lazy to dig for gold but wanted to get rich quick with the least effort possible by selling hay to the government.
Gober refers obliquely to the opportunism, lack of planning and lack of pride, the "get your money and get out" attitude. The governing ethic of is "get and spend -- anyway you can". But, in general she ignores such faults. It's like describing Osama bin Ladin as a "good engineering student" without telling how he used his skills.
Phoenix succeeds as a site for cheap warehouses with lots of loading dock jobs but little creativity. (Amazon.com, founded in Seattle, has a big warehouse in Phoenix.) But, ask yourself: Why is Arizona Highways magazine, once the nation's leading magazine of this type, not printed in Arizona? Why has it not changed its focus in half-a-century? Why is its circulation plunging? How long will it survive?
When you understand the emphasis on cheap labour, cheap standards and cheap quality ... then you understand why the Phoenix Bird sings it's one-note "Cheep! Cheep! Cheep!" song. Gober's book is a chocolate-chip cookie, a few rich little bits of chocolate but way too much oatmeal and lard.
As a college student, she'd get a C+. She collected a lot of facts, but failed to analyze them to present insights about what can be improved and what should not be kept, copied or repeated.
